A new era of EU-NATO cooperation? Crisis management in the dawn of new defence challenges and hybrid threats.

The focus of this panel is institutional cooperation and crisis management between the EU and NATO. The Russian invasion of Ukraine was an unprecedented event that put both organizations on high alert and forced the EU out of its false sense of security. This historic shock tested EU-NATO cooperation and highlighted the need for increased collaboration in the face of hybrid threats that may become more common in the future. The panel will examine the potential for future EU-NATO cooperation in the areas of hybrid threats, military cooperation, and defense research and innovation. With the rise of hybrid threats, it is essential for the EU and NATO to strengthen their security mechanisms and work together to prevent future crises.

Gordon B. “Skip” Davis Jr
Senior Fellow, Transatlantic Defense and Security Program at Center for European Policy
Skip Davis is a Non-resident Senior Fellow with the Transatlantic Defense and Security Program at the Center for European Policy Analysis (CEPA). Skip recently served as NATO’s Deputy Assistant Secretary General for Defense Investment Division where he assisted allies in capability development to meet alliance and national needs and in policy development related to armaments, aviation, air and missile defence, communications, innovation, technology, interoperability, and industry relations. Skip joined NATO after retiring from the U.S. Army as a Major General with more than 37 years of service.

Barbora Maronkova
Programme Officer, Engagements section, Public Diplomacy Divison and Communications Advisor on Strategic Concept, Policy Planning Unit, Office of the Secretary General, North Atlantic Treaty Organization.
Barbora Maronkova is a public diplomacy expert with over 15 years of experience at NATO, where she currently serves as Programme Officer for the Engagements section, Public Diplomacy Division. She has held various functions, including as Acting Director of NATO Information Office in Moscow and Director of the NATO Information and Documentation Centre in Ukraine. Before joining NATO, she established and headed a Slovak-based NGO to contribute to the public and academic debate on Slovakia’s membership to the EU and NATO. Maronkova is a graduate of the University of Economics in Bratislava, and she holds a Public Affairs diploma from the Chartered Institute of Public Relations in the UK. She is also a frequent contributor to academic writings on public diplomacy and strategic communications.

James Black
Assistant Director, Defence and Security research group, RAND Europe, Cambridge.
James Black is the Assistant Director of the Defence and Security Group at RAND Europe, where he leads the Defence Strategy, Policy and Capability portfolio and the RAND Space Enterprise Initiative. He has extensive experience in supporting the development of concepts for future multi-domain operations, including exploring the increasing role of cyber, space, and emerging technologies such as AI in warfare. James is also a non-resident NATO 2030 Fellow and has worked in the UK Parliament. He completed postgraduate and undergraduate studies at Sciences Po Paris, the London School of Economics, and the University of Cambridge.

Rear Admiral Jürgen Ehle
Senior Military Advisor to the Managing Director for Common Security and Defence Policy and Crisis Response, European External Action Service
Jürgen Ehle is a German rear admiral who currently serves as Senior Military Advisor to Managing Director for Common Security and Defence Policy (CSDP) and Crisis Response at the European External Action Service (EEAS) in Brussels. He began his service in the German Armed Forces in 1976 and his military career included studies at the U.S. Naval War College. Ehle has held various positions at NATO headquarters in Brussels, including Head of NATO Strategic Planning and Capability Adaptation and German Military Representative MC NATO and EU Deputy German Military Representative and Chief of Staff. Since 2019, he has been working at the EEAS. -

Zdeněk is a research fellow and PhD candidate at the University of West Bohemia in Pilsen, Department of Politics and International Relations. He is also a deputy executive director at the Centre for Security Analysis and Prevention in Prague and a research and teaching fellow at Ambis University.
